About JaCER

For Engagement and Remedy on "Business and Human Rights"

Japan Center for Engagement and Remedy on Business and Human Rights (JaCER) is an organization that aims to provide a non-judicial "Engagement and Remedy Platform" for redress of grievances and to act in a professional capacity to support and promote redress of grievances by member companies based on the United Nations Guiding Principles on Business and Human Rights.

Through operation of our " Engagement and Remedy Platform" and other projects, we aim to proactively support and promote companies to fulfill their responsibility to respect human rights and to engage in dialogue with stakeholders to ensure access to the remedy.

For Promoting Engagement and Remedy

It is our intention to promote engagement and remedy by receiving reports of grievances against member companies, supporting member companies in implementing measures to redress grievances, ensuring the legitimacy of the grievance mechanism, and improving the effectiveness and efficiency of grievance redress.

    Improve Effectiveness and Efficiency of Grievance Redress

    Through operation of the Engagement and Remedy Platform, JaCER supports regular members companies in the process of receiving and redressing grievances. We also provide both regular and affiliate member companies with information and training programs, etc. .

    Ensure the Legitimacy of the Grievance Mechanism

    In order to enhance the legitimacy of the grievance mechanism through operation of our Engagement and Remedy Platform, we receive advice from the Advisory Board, which is comprised of external experts regarding the platform operation based on the United Nations Guiding Principles on Business and Human Rights and other international standards. We also receive advice from the Stakeholders Panel regarding methods for operation of the grievance mechanism that we take into consideration in making continuous improvements to the operation of our platform.

    Improve Fairness of Grievance Redress

    In order to support enhanced fairness in redressing of grievances, JaCER supports appointment and operation of “Advisory and Mediation Panels” and “Investigation Panels”, which are comprised of independent experts. JaCER also supports member companies in carrying out objective investigation of grievance cases and in establishing and implementing appropriate measures as necessary.

Establishment of JaCER

Japan Center for Engagement and Remedy on Business and Human Rights (JaCER) was established in June 2022 as the achievement of integrating knowledge and accomplishments of the following initiatives.


・"Engagement and Remedy Guidelines" formulated by the Business and Human Rights Lawyers Network (BHR Lawyers) and Global Compact Network Japan (GCNJ);

・"Engagement and Remedy Project” implemented by BHR Lawyers, GCNJ, Business and Human Rights Resource Centre; and Sasakawa Peace Foundation

・CSR Committee of the Japan Electronics and Information Technology Industries Association (JEITA); and its Grievance Working Groups.

The JaCER intends to provide a non-judicial platform for grievance redress and act in a professional capacity to support redress of grievances by participating companies based on the United Nations' Guiding Principles on Business and Human Rights for the purpose of promoting engagement and remedy and improving the level of trust in the international community for Japanese industries.
