JaCER Progress Report 2022–2025 is Now Published
The Japan Center for Engagement and Remedy on Business and Human Rights (JaCER) has published the JaCER Progress Report 2022–2025, which provides an overview of our activities and achievements since our establishment.
Since its establishment in June 2022, JaCER has operated the Engagement and Remedy Platform, a non-judicial grievance mechanism based on the UN Guiding Principles on Business and Human Rights (UNGPs). Through the Platform, JaCER has worked to facilitate dialogue between companies and stakeholders, support the resolution of grievances, and enhance access to remedy.
The report reviews JaCER’s development from FY2022 to FY2025 and explains how the Engagement and Remedy Platform operates. It also analyzes grievances submitted to JaCER from various perspectives, including trends in the number of cases, the countries and regions where issues arose, the profiles of complainants, and the human rights issues raised. In addition, the report highlights the expansion of JaCER’s membership, capacity-building initiatives including the Learning Lab, strengthened governance through the Stakeholder Panel and Advisory Board, and key challenges for the future.
As of the end of March 2026, JaCER had 93 member companies (increasing to 105 as of today). Since its establishment, JaCER had received a total of 245 grievances, of which 141 cases had been closed. The grievances span 22 countries and regions, reflecting a diverse range of human rights issues arising in connection with corporate activities and value chains.
We hope that this report will provide a broader understanding of JaCER’s work to date, as well as the challenges and future directions in advancing access to remedy through dialogue.
